‘Culture shift’ needed in how UK does business, PM urges

The Prime Minister has called for a fundamental rethink in how Britain approaches enterprise, saying the country needs a “culture shift” that backs people who take risks in business. Andy Burnham used a major speech to argue that the government should be judged not only on how it regulates but on how actively it encourages entrepreneurs, investors and workers to try new ideas without fear of being punished when things go wrong.

A message to business

The call comes at a moment when many firms are grappling with rising costs, wage pressures and uncertainty about the economic outlook. The Prime Minister acknowledged that his government has faced criticism from some business leaders who say recent policy changes have added to the burden of doing business in the UK. The BBC reported that responsibility for increasing business costs has been a live political issue, with critics arguing that higher payroll expenses and tighter rules have squeezed margins for smaller operators in particular.

In response, Burnham said the government’s job was to create the conditions in which people felt willing to take those risks in the first place. That, he argued, meant thinking beyond short-term fixes and looking at the long-term culture around enterprise. The speech suggested that backing risk-takers would mean ensuring that failure did not become a permanent stain on those who tried and fell short, and that success was rewarded in a way that encouraged others to follow.

Why it matters

The Prime Minister’s intervention is significant because it speaks to a tension at the heart of the government’s economic approach. On one hand, it has introduced measures that have increased costs for some employers. On the other, it is now signalling that it wants to be seen as a champion of enterprise and innovation. Business confidence is a fragile thing, and mixed signals from the centre can make it harder for firms to plan. If the government is serious about shifting the culture around risk, it will need to show that its policies are consistent with that ambition, not just its rhetoric.

The issue also matters for workers. A culture that genuinely backs risk-taking can, in principle, create more opportunities for people to start businesses, take on new roles or invest in their own ideas. But those same people will want reassurance that the safety net is there if things do not work out, particularly at a time when the cost of living remains a concern for many households.

What happens next

The coming weeks will test whether the government can convert the idea of a culture shift into concrete action. That could mean changes to how grants, loans or tax relief are targeted, or a new approach to the way failed ventures are treated. It could also mean further announcements on skills, investment or procurement that are designed to show that the state is a partner in enterprise rather than simply a regulator. Burnham’s challenge will be to persuade business leaders that the government is serious, and that the direction of travel is towards lower barriers rather than higher ones.
