Sky News has been given exclusive access to a classified wargame that tested how the United Kingdom would respond to a major attack on home soil, revealing both the strengths and gaps in the country’s civil defence preparations.

A national stress test

The exercise brought together local authority officials, emergency service commanders, and military planners in a simulated crisis that stretched responding agencies to their limits. Containers of scenario data were opened one by one, each introducing a fresh complication: disrupted communications, casualty surges, and decisions about when to call in the armed forces to support civilian authorities.

The wargame was designed to test the boundaries between local resilience, police and fire command structures, and the military’s role in domestic emergencies. In the United Kingdom, the armed forces can be deployed at home in specific circumstances, but the threshold for that deployment is high and the chain of command is deliberately layered.

Why it matters
